asked the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his statement on 24 July, if he will explain whether it remains the intention of Her Majesty's Government to seek to preserve the principle of unanimity in European Economic Community directives relating to industry and commerce made under article 100; and if he will make a statement.

Our attitude to any specific proposals will depend on whether they would in fact help achieve the reforms which are necessary in the way the Community works, including the completion of the common market.
