asked the Secretary of State for the Environment what will be the role of certificates issued by the British Board of Agrément when new building regulations are made under the Building Act 1984.

The certificates will have an enhanced role in the new building control system. My right hon. Friend the Secretary of State for the Environment will agree with the board the aspects of performance which it needs to assess in preparing its certificates in order that the board may demonstrate the compliance of a product or system, which has an agrément certificate, with the regulations. An agrément certificate, issued by the board will give assurance that a product or system to which the certificate relates, if properly used in accordance with the terms of the certificate, will meet the relevant requirements. A statement to this effect will be included in each of the approved documents to be issued by my right hon. Friend as guidance to meeting the requirements of the regulations.
