§ Mr. FletcherThe Director General's report concludes that, despite some increase in concentration, competition in grocery retailing remains very strong. While smaill independent grocers are at a price disadvantage compared with the large multiples, they have the potential for competitive advantage in other ways, such as increased specialisation, greater flexibility and scope for more personalised service. The Government do not consider that intervention to prevent or mitigate the changes resulting from competitive forces would be justified.
