§ Sir George YoungThe years from 1979 have seen a major shift in the balance between housing provision in the public and private sectors. Between 1979–80 and 1984–85 net public expenditure on housing fell by 54 per cent. in real terms. Between December 1979 and December 1984, home ownership in England rose by 1.5 million to a total of 11.691 million owner-occupiers.
