asked the Secretary of State for the Home Department when he will publish the final review report of the Police Complaints Board.

The report is published today.

On behalf of the Government, I wish to record my thanks to Sir Cyril Philips and his colleagues and their predecessors on the board for their work since June 1977. The board made a major contribution to the task of maintaining and developing public confidence in the police during those years, and it paved the way for the new developments in regard to police complaints of which the creation of the Police Complaints Authority is the major element. The board has provided an excellent foundation on which the new authority can build.
