§ Mrs. ChalkerAs my speech quoted therein made clear, there is no easy answer to London's complex traffic problems, but a sensible balance between public and private transport is the right approach. Seeking to control traffic by fostering bad conditions and congestion is certainly not the right way forward. The importance of proper studies of environment and traffic in specific areas such as the south circular corridor is all the more vital with the changing traffic patterns as the M25 approaches completion.
