§ Mr. RifkindWe have no diplomatic relations with Albania. We formally notified the Albanian Government in 1980 that we were ready to re-establish diplomatic relations without preconditions. As we have made clear, this offer remains open, but regrettably the Albanian Government have not taken it up.
