asked the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy that the national statement to be presented at the end of the United Nations decade for women conference in Nairobi is published and publicised in the United Kingdom before the conference starts on 13 July.

No. It is not usual for the texts of ministerial speeches of this sort to be made available in advance. A copy of the statement will, however, be placed in the Library of the House when it is delivered.
