I should stress that comparisons based on crude population figures are not a precise indication of how the service provided by an authority relates to the needs of its district. In particular, they take no account of the use made of services in one district by residents of others, of the fact that certain highly specialised services are concentrated in particular localities, of extra costs associated with undergraduate medical teaching, of the payment of London weighting allowances, and of differences in the age structure and morbidity of the populations served. The comparison is further distorted by the fact that certain authorities provide ambulance services serving a number of districts, the expenditure in these cases being shown only in the accounts of the providing authority.
