§ Mr. WhitneySupplementary benefit may be paid to young people who are remaining after the age of 16 in full-time, non-advanced education if they fall into one of four special groups. These include, broadly, those who have a child of their own, or are severely handicapped and would be unlikely to obtain work within 12 months, or are orphans not being cared for by anyone else, or are estranged from their parents. Separate statistics are not kept of the number of young people who fall into these categories.
