§ Mr. MellorIt is estimated that throughout Great Britain over two million people, or 5 per cent. of those registered as electors, would at present be disfranchised through absence on holiday at a parliamentary general election held during July. The proportion may vary from one constituency to another, but clearly a substantial number of electors who will be unable to vote in person at the Brecon and Radnor by-election would be able to vote by post or proxy under the provisions of the Representation of the People Bill.
