§ Ms. Clare Shortasked the Secretary of State for the Home Department if he will give his estimates of the changes in police manpower at the ranks represented by (a) the Association of Chief Police Officers, (b) the Superintendents Association and (c) the Police Federation 255W which would be required if the police authority function were devolved from the metropolitan county level to each of the 36 metropolitan districts of England.
