§ The Prime MinisterThe purpose of the outgoers scheme is to obtain quota for reallocation to those producers who are most disadvantaged by the introduction of milk quotas, in particular small producers and exceptional hardship cases. To make this possible, payments are offered to farmers who are willing to give up milk production and surrender their quotas.
