§ Mr. Michael SpicerProvided that helicopter operators satisfy the Civil Aviation Authority that their proposed operations are safe, that where applicable the authority has granted an air transport licence, and that they do not cause undue noise disturbance to people on the ground, the Government regard the provision of helicopter services as a matter for operators' commercial judgment.
