§ Mrs. ChalkerI understand that both the metropolitan county councils and the district councils have highway departments engaged in the improvement and maintenance of metropolitan county roads. Managerial decisions to be taken by the successor authorities to the metropolitan county councils will reveal to what extent this duplication serves any purpose.
