§ Mr. LuceWe are continuing to work hard in a number of different ways to secure the early release of the four British hostages held in Libya. We are in close touch with their families, and the Italians as protecting power. We also support the Archbishop of Canterbury's personal representative, Mr. Terry Waite, in his humanitarian initiative. As long as the hostages are detained we cannot begin to look at ways of dealing with other problems between us and the Libyan authorites.
