§ Mr. HayhoeI have no plans to meet the First Division Association. I am always willing to consider representations made by trade unions on Civil Service-wide matters. If and when a meeting does take place which touches on this question, I shall reiterate what has repeatedly been made clear: that it is emphatically not the Government's intention to extend the measures in force at GCHQ beyond those agencies whose primary functions are concerned with security and intelligence.
