§ Mr. DunnThose who were consulted were not asked for views on the desirability of an exemptions scheme. The purpose of the consultation was to invite comment on the practical implications of such an exemption scheme. Most of those who volunteered a view about the desirability of exemption arrangements did so in a variety of critical terms.
