asked the Secretary of State for Social Services what steps he intends to take to ensure that all general veterinary practices are equipped with incinerators for the purpose of clinical waste disposal.

I have been asked to reply.

My right hon. Friend has no power to make any such prescription. Control over clinical and other waste disposal in England is primarily the function of county councils as waste disposal authorities. It is a matter for individual veterinary surgeons to make satisfactory arrangements for disposal of their waste, subject to this control.
