§ Mr. Heddleasked the Chancellor of the Exchequer, pursuant to his answer to the hon. Member for Mid-Staffordshire on 11 December, Official Report, column 455, if he will outline his plans for contesting the reasoned opinion under article 169 of the treaty of Rome alleging that certain aspects of the value added tax zero rates enforced in the United Kingdom including those applicable to non-domestic construction work are contrary to the provisions of the sixth value added tax directive.
