asked the Secretary of State for Transport if he will introduce measures to restrict the driving of battery powered three-wheel vehicles on the public highway.

The construction and use of such vehicles is controlled by road traffic legislation. The recently introduced Sinclair vehicle satisfies the requirements in the Electrically Assisted Pedal Cycles Regulations 1983, and may therefore be driven on public roads—except motorways—by anybody of 14 or more.
