§ Mr. Nicholas EdwardsThe actual level of rate poundages in 1985–86 will depend on the budget decisions of individual authorities. However, if each authority were to spend precisely at the expenditure target I have set for it in 1985–86, and were to apply, subject to reported constraints, the same amount from their reserves to reduce the rate burden as in the present financial year, the percentage change in average general rate poundages would be as set out in the following table. The estimates reflect the combined poundages of county, district and community councils.
