asked the Chancellor of the Exchequer if the experimental scheme for bonuses related to performance in the Civil Service is in addition to incremental scales; and if he intends that any new system should replace incremental scales.

The experimental scheme for bonuses related to performance in the Civil Service, which I announced on 5 December 1984 at columns192–193, is intended to provide an additional incentive to good performance. If a bonus is paid, it will be a lump sum addition to salary. The experimental scheme will have no effect upon the present system of incremental scales, where these are paid: of the grades covered by the scheme grades 3 and 4 do not receive annual increments and the majority of staff below these levels are paid the scale maxima. Practical experience of performance-related pay is needed before any long-term decisions about it can be made.
