Mr. Freeman

asked the Secretary of State for the Environment what criteria his Department will use to allocate urban aid in the fiscal year 1985–86; and if he will make a statement.

Urban programme grant is allocated to local authorities in recognition of the special social need which exists in their areas, and according to guidelines set by Ministers. In 1985–86 resources will continue to be concentrated in areas of greatest need, taking account of the availability of alternative means of meeting those needs, and of the quality of programmes and projects put forward for support.
