§ Mr. McTaggartasked the Secretary of State for Scotland (1) if he will publish in the Official Report the number of houses started and the number of houses completed in the public sector in Scotland in each year since 1979; and if he will list them under the following headings (a) local authorities, (b) the Scottish Special Housing Association, (c) housing associations and (d) new towns;
(2) if he will publish in the Official Report the number of houses started and the number of houses completed in the private sector in Scotland in each year since 1979.

The Government's plans also include improvements in the further training of serving teachers (with direct Government grants for national priorities) and measures to promote a better match between teachers' qualifications and the needs of schools. In a speech to the North of England education conference on 4 January 1985 my right hon. Friend surveyed progress since the publication of "Teaching Quality", and stressed the importance of establishing a national framework for a system to appraise the performance of teachers.
