Mr. Fallon

asked the Secretary of State for Employment whether he has approved the proposals for the development of the employment service recently agreed by the Manpower Services Commission; and if he will make a statement.

I have today replied to the chairman of the Commission endorsing the proposals which were agreed at the commission's meeting on 13 December.

The Government welcome the detailed proposals which have now been agreed following widespread consultation and which are in line with the paper put to the commission in November, a copy of which is in the Library. They are designed to meet the aim, which the Government and the Commission share, of maintaining an effective, efficient and economical public Employment Service which meets the needs of employers and jobseekers in today's labour market. The commission will now be pressing ahead with plans for implementing the proposals.
