asked the Secretary of State for Employment if he will place in the Library the recent Manpower Services Commission memorandum dealing with accidents on the youth training scheme.

[pursuant to his reply, 25 February 1985, c. 18]: Yes. I am placing in the Library today a copy of the Manpower Services Commission's memorandum to its local staff on the disclosure of information on accidents to area manpower boards. It will be seen from the memorandum that area manpower boards receive regular monitoring reports on health and safety on the youth training scheme and are given information on individual accidents. Details identifying schemes, providers or trainees are not normally given as criminal or civil proceedings may be taken in connection with an accident and it is necessary to safeguard against any actions or statements which might prejudice proceedings. Information and statistics on accidents to trainees on the youth training scheme have always been made available to this House, and this will continue.
