asked the Secretary of State for Transport whether Her Majesty's Government will make a specific allocation of funds to London Regional Transport for the identification and subsequent removal or making safe of asbestos in London Regional Transport installations: and if he will make a statement.

I would expect LRT management to take account of prospective requirements for expenditure on asbestos removal or similar measures when reaching a view as to their future external finance requirements.
