Mrs. Renée Short

asked the Secretary of State for the Environment what factors he took into account about the effect on modernisation programmes for inter-war council dwellings when deciding to reduce further the prescribed proportion of capital receipts which local authorities can retain to supplement their capital expenditure.

Mr. Waldegrave

The Government take account of need in setting the level of gross capital expenditure provision fol local authorities. The proposed reduction in the prescribed proportion is one of the steps which we consider necessary to deliver that level of gross expenditure without overspending.

asked the Secretary of State for the Environment what discussions he is having with representatives of the Metropolitan borough of Wolverhampton about the effect of his decisions on capital receipts on plans for building an extension to the town's central library, improving its information facilities, replacing its central baths and extending the central art gallery.
