§ Mr. DunnI understand that the joint working party (residential special schools) operates under the auspices of the Association of Metropolitan Authorities and the Association of County Councils, from whom I suggest the hon. Member seeks further information. This is not a matter for my right hon. Friend. The working party's recommendations are not enshrined in statutory instruments.
