§ Mr. Giles ShawThere is no conflict between the planning functions for conventional and nuclear war that can be resolved by further guidance. The circular merely points out that, in dealing with the effects of conventional war, civil defence organisers
would also be concerned with preparations against the possibility of nuclear attack, and this could impose an additional and sometimes conflicting burden".Any such conflicts could be resolved only by those directly concerned in the light of local circumstances.
