1. Imports may exceed the quota level in a given year for a variety of reasons. In the case of newly-introduced quotas the most likely explanation is our obligation under GATT to admit goods in transit to the United Kingdom at the time a quota was introduced even if the quota level is thereby exceeded.
2. Strictly speaking, the quota on Chinese category 23 products was agreed in the course of negotiations for a new EC-China textiles agreement, but the trigger level had been exceeded.
