§ Mr. Leightonasked the Secretary of State for Employment if he will place in the Library the recent Manpower Services Commission memorandum dealing with accidents on the youth training scheme.
§ Mr. Sheermanasked the Secretary of State for Employment (1) what instructions are given to Manpower Services Commission staff as to the information on the health and safety record of individual schemes and projects on the youth training scheme that may be given to the Commission's area manpower boards when they are considering those schemes and projects for renewal; whether details of particular accidents may be disclosed to area manpower boards in such circumstances; and whether 19W he is satisfied that area manpower boards can adequately fulfil their supervisory function on the basis of the information supplied;
(2) whether he will publish, for the Bradford area of the Manpower Services Commission, accident figures for the youth training scheme in the following form (a) for the area, for each of the last three available months, (b) by travel-to-work area, for the last available month if possible, (c) by parliamentary constituency, for the last available month if possible and (d) by local authority, for the last available month if possible;
(3) if he will place in the Library a copy of Manpower Services Commission memoranda 511/3 and 514/3 together with all supplements to these memoranda so far issued; what comparisons can be made between accident figures for the scheme and statistics published for the employed population generally by the Health and Safety Executive; and what instructions are given to Manpower Services Commission staff as to the comparisons that may be made;
(4) if he will publish for each available quarter since the inception of the youth training scheme the incidence rate of major and fatal accidents to trainees;
(5) whether, in circumstances where Manpower Services Commission staff reports to area manpower boards that a youth training scheme trainee has suffered an accident, there are standing instructions as to the form in which such information may be given, and, in particular, whether the information may be given orally or in writing;
(6) what details of severe and fatal accidents on the youth training scheme it is the practice of the Manpower Services Commission (a) to disclose and (b) not to disclose to (i) outside individuals and organisations and (ii) the Commission's area manpower boards; and what the reason is for disclosure or non-disclosure in each instance.
