asked the Secretary of State for Education and Science if he will establish facilities to provide in-service training for teachers lasting at least one school term in every five years of service.

As indicated in the White Paper "Teacher Quality" (Cmnd. 8836), the Government believe that all teachers need from time to time to avail themselves of in-service training. My right hon. Friend, in conjunction with my right hon. Friend the Secretary of State for Wales, is currently considering future arrangements for in-service training in the light of a report on the subject submitted last year by the Advisory Committee on the Supply and Education of Teachers. That report drew attention to the variety of teachers' training needs, the different ways in which those needs might most effectively be met and the arbitrariness of any approach to a desirable level of provision based solely on assumptions about the rate at which teachers might be released from their schools to attend in-service training.
