asked Her Majesty's Government:

Whether a leaflet published by the Department of the Environment in 1984 stated, on the printed version, that "live animals may only be brought into the United Kingdom through ports or airports officially designated by the Department of the Environment", whether this leaflet is still being distributed with this paragraph over-printed to the effects that it "comes into force in Autumn 1984", and when ports or airports were officially designated by the Department of the Environment.

A leaflet with this wording was published by the department in July 1984. At the time of publication, it was hoped to make regulations by autumn 1984 under the endangered species legislation to designate ports and airports for the entry of live animals. In the event it was not possible to meet this target, because of the complex relationship between the International CITES Regulation, European and national legislation. Since last autumn, therefore, the leaflet has been distributed with a revisederratum sticker stating that, "The provisions in the paragraph headed 'live animals' are not yet in force". The department now hopes to implement designation later this year.
