asked the Prime Minister what advice the National Advisory Council on the Employment of Disabled People gave to the Government when it was consulted on the ratification of International Labour Organisation Convention No. 159 concerning vocational rehabilitation and employment of disabled people.

The Prime Minister

The advice given to the Government by the National Advisory Council on the Employment of Disabled People on the ratification of the International Labour Organisation's Convention 159, following the council's discussions on 20 January and 25 April 1984, was as follows:

  1. (i) Council has been advised that the Convention requirements as drafted do not appear to be fully compatible with present United Kingdom law and practice.
  2. (ii) Council notes the expert advice that legal impediments might seem to prevent the United Kingdom Government from ratifying the Convention. Council is unhappy about accepting the reality of these impediments and its general, but not unanimous, view is that they should, if they exist, be removed and that the Convention should then be ratified.
