§ Mr. Humeasked the Secretary of State for Northern Ireland if he will make a statement detailing the code of discipline for prison staff in Northern Ireland.
§ Mr. ScottRule 94 of the Prison Rules (Northern Ireland) 1982 and rule 95 of the Young Offenders Centre Rules (Northern Ireland) 1982 provide for a code of discipline which sets out offences against discipline with which prison officers may be charged. Such offences include neglect of duty and offences of dishonesty; discreditable or insubordinate conduct; disobedience to orders; improper relations with prisoners or ex-prisoners; and unlawful or unnecessary exercise of authority. The code also details the procedures for dealing with such charges, the disciplinary awards which may be made and the rights of appeal.
