§ Mr. Moore[pursuant to his reply, 11 February 1985, c. 61]: It is not possible to provide a precise figure, but it is estimated that between 5 and 10 per cent. of the £3,500 million total cost of relief for qualifying loans in 1984–85 is in respect of a second or subsequent loan over and above that used for the first purchase of the dwelling.
