§ Mr. RifkindWe continue to regard the new constitution as seriously flawed by the absence of any provision for South Africa's black population. We have been encouraged by President Botha's speech of 25 January and hope that the ideas it outlines will be followed by major reforms affecting South Africa's black majority.
