We played a leading role in concluding the Ten's agreement on terrorism and are playing a full part in the continuing discussions in the Council of Europe. We are working closely with our partners to counter the current terrorist threat to NATO.

Acts of terrorism in the United Kingdom involving groups of foreign nationals are primarily matters for my right hon. and learned Friend the Secretary of State for the Home Department.
