Mr. Tony Banks

asked the Secretary of State for the Environment how much the London Dockland Development Corporation has budgeted for the royal docks area compulsory purchase under the following heading (a) total budget for the London Docklands (East Docklands) Compulsory Purchase Order, (b) land acquisition, (c) relocation and compensation for businesses and other users of the sites; and (d) preparation of the order, legal costs, costs of public inquiry into the compulsory purchase order and other administrative costs of the order.

The corporation has budgeted for £100,000 to promote the CPO for East Docklands, but an accurate estimate cannot be made until the conclusion of the objection period when a view can be taken on the likely length and complexity of the proceedings. It is not possible at this stage to provide a reliable estimate of land acquisition, relocation and compensation costs.

asked the Secretary of State for the Environment when the London Docklands Development Corporation's operational plan, part 2 of the corporate plan, will be made available to the public.

The operational plan has been available to the public since 31 January 1985. Copies were sent by LDDC at that time to local Members of Parliament (including the hon. Gentleman), local authorities, area health authorities and other interested bodies.

asked the Secretary of State for the Environment what was the cost of acquisition/ infrastructure and reclamation works, and the disposal price, of all London Docklands Development Corporation sites already disposed of.

The disposal price of sites sold up to 31 March 1984 was £6.18 million, and the acquisition, infrastructure and reclamation costs directly related to these sites was £5.24 million.

There is, however, a contingent liability for compensation for land vested by Parliament in the corporation, which has not yet been finalised and which may add to the above acquisition costs.

The figures also exclude housing sites where a developer has been awarded a licence to build by the LDDC and the disposal of the freehold has not yet taken place.
