Mr. D. E. Thomas

asked the Secretary of State for Energy (1) when his Department made proposals to the European Atomic Energy Authority over the implementation of safeguards at the mixed civil-military nuclear plant at Sellafield and Springfields.

(2) whether his Department has received any communications or representations from (a) the European Economic Community Energy Commission, (b) the Director General (Energy) of section DG-17 at the European Commission and (c) the Director of Euratom Safeguards Directorate on the matter of the prohibition of Euratom inspectors at Sellafield and Springfields works; and if he will make a statement.

Proposals with respect to both BNF Sellafield and Springfields were put to the Commission in 1981 and 1982 respectively, and are now being discussed between the United Kingdom and the Commission.
