§ Mr. Kirkwoodasked the Secretary of State for Transport whether a driver not holding a heavy goods vehicle licence is permitted to drive a vehicle whose weight is below the gross 7.5 tonnes qualifying limit at which a heavy goods vehicle licence is required but which is pulling a standard drawbar trailer whose weight is such as to bring the combined gross weight of the vehicle and trailer to over 7.5 tonnes.
