§ The Prime MinisterVice-President Ramirez called on me on 8 February at his own request. I expressed my concern about the substantial build-up of arms, troops and230W foreign military advisers in Nicaragua and Nicaraguan support for attempts to destabilise democratic Governments elsewhere in central America. I made clear that the Government's future relations with Nicaragua would be determined by progress towards establishing genuine democracy there, scaling down of armaments and the cessation of support for subversion.
