§ Sir Keith JosephThe annual allocations of prescribed capital expenditure made to local education authorities are not grants but indications of basic permitted spending levels. Grant is paid only in respect of projects at voluntary aided and special agreement schools. On the implications of the 1985–86 allocations, I refer my hon. Friend to the answer I gave to my hon.
