If the applicant has a right of appeal and exercises it, a full explanatory 707W statement is prepared setting out the reasons for refusal in detail. It is difficult to estimate the additional costs of giving fuller reasons at the time of refusal without undertaking a practice trial. It is planned to undertake such a trial in respect of cases where there is no right of appeal, when resources permit.
