§ Mr. David Youngasked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will make it their policy, during the talks in Geneva on the future of Gibraltar, that in the absence of a satisfactory agreement safeguarding the nationality and the standard of living of the citizens of Gibraltar, they will retain the option of granting full independence to Gibraltar.
