asked the Secretary of State for the Environment what assessment he made, prior to setting the capital element of Liverpool's housing investment programme allocation, of the legally binding commitments already entered into for 1985–86; and if he will make a statement.

In determining housing investment programme allocations I take account of forward commitments as reported by the local authority in the HIP submissions and as amended by discussion at HIP meetings. In the case of Liverpool no assessment was possible at the HIP meeting, since the authority broke off the meeting prematurely. I am concerned about estimates of Liverpool's 1985–86 capital commitments as subsequently reported to the council by the city treasurer.
