How many "sanctuaries" or "withdrawal units" for disruptive pupils both on-site and off-site are provided by the local education authorities in England; what is the total number of pupils provided for and actually catered for, what is the total full-time equivalent number of staff employed and what is the annual cost of such provision.

This information is not collected on a regular basis, but a survey conducted by HM Inspectorate of Schools in 1977 indicated that around two-third of English LEAs had at least one special unit for pupils with behavioural problems, and that a total of 239 units in the survey provided places for about 4,000 children.
