§ Mr. GummerThe Commission has proposed to make quota sugar available to the Community's chemical industry with the aid of a production refund corresponding broadly to the production levy on B quota sugar. My right hon. Friend and I have urged that this proposal be amended so that our chemical industry has access to sugar broadly on the same basis as it is available to its competitors outside the Community with access to world-priced raw materials.
